Not too long ago I wrote about my personal favorite graphics editing program, Paint.NET. While it does everything I need out of the box, I found it would not allow me to save icon (.ico) files.

With a quick Google search, I had the solution. This plugin for Paint.NET allows you to save your graphic files in both .ico and .cur (cursor) format. Just follow the instructions in the post and it works like a champ.
