On Windows XP SP2, there is a security feature that can effectively disable/block almost any interactive feature on a webpage that is run locally or from a CD. It is meant as a stopgap measure to block malicious software from taking advantage of security exploits before a security breach occurs. This, however, does not actually fix the security holes, and for the most part, simply annoys users trying to access interactive documentation and web designers testing their webpages locally.

To view the active content that was blocked, right click on the yellow Information Bar warning and click “Allow Blocked Content”. Repetition of this task can get annoying.
So, to disable this feature, open IE6 and go to “Tools” > “Internet Options” > “Advanced” tab. Scroll down to the Security section and uncheck “Allow active content from CDs to run on My Computer” and “Allow active content to run files on My Computer”
