You missed reading the 5th point:

5. Uncheck Automatically check feeds for updates.

There is no reference to Feeds at the above mentioned location.
To disable:

1. Go to Control Panel.

2. Double-click Internet Options.

3. Click Content tab.

4. Click the Settings button under Feeds. See image below for example.

Any other suggestions ??

i recently created a webpage on my pc not yet published, and inside have a feed from my blog in an iframe, so i guess IE7 turned on this RSS feed viewer thingy. But ever since i keep noticing msfeedsync.exe trying to access the trusted zone on my fire wall, keeps poping up every 30mins even when there is no feed to be viewed. dam thing…
