My wife has a Mac laptop and the ability to use 2 fingers to perform scrolling is pretty convenient and nifty. So if you would like to enable this on your PC laptop, then take a look at this guide on how to potentially add this functionality to your machine.
From reading the article, it appears to work if you have a Synaptics touchpad and can be configured either through the driver menu or by downloading a small freeware application. My laptop uses an Alps touchpad and offers the scrolling by moving your finger along the sides of the touchpad (which works fine for me) so I could not test this.
So if you have a Synaptics touchpad, give this a try as the functionality is very nice to have.
