You can shutdown Windows 2000/NT by pressing ALT-F4 from the desktop, which is the same as clicking Start, Shutdown.

When other applications are open, ALT-F4 will close them one at a time. Simply have the program window active, and hit Alt-F4 and the program will close immediately.
