The keyboard power on support needs a hardware jumper setting on the mobo.
Check out your mobo manual (or here's the PDF version: ftp://ftp.biostar-usa.com/manuals/M7NCD/M7NCDmanual.pdf) . You need to have your mobo's JKBV1 jumper closed on 2-3 (see page 9). Location of the JKBV1 is shown on (page 1) its on the top left corner of the mobo.
