I just found this old message and thought I should update it for users still having this problem.

The problem is the growing number of ISPs installing special hardware to monitor the packets of data on their network.

P2P packets are identified and 'throttled' back, dropping the speed to save bandwidth. in my case, saving bandwidth for their new VoIP service and for some reason DC++ packets are dropped.

Rogers, My ISP denies this but the truth is most of their techs just dont know about it.

Your only solution is to either bitch or switch. Switching to another P2P or ISP is the only real way to solve it though.
