Ambient room temperatures will affect the CPU and system temps. The lower the room temps, the lower the CPU and system temps will be. If the room the computer is in has fairly warm ambient temps, it'll be reflected in the CPU and system temps.

That's a LGA775 CPU there, I don't believe there are any Northwoods for LGA775 (I may be wrong though).
But, yeah, those are pretty good temps.
