The MB's fan terminals appear to be burned out, possibly caused by connecting fans with power requirements that exceeded the fan terminal circuitry's capacity.
Splicing the wires can be done, as long as they're properly and correctly spliced. Also, if the BIOS has an option to shut down the system in the event of a CPU fan failure, then make sure it's disabled.
Finally, if the system has problems after the fan situation is addressed, then the MB may be the likely cause.
