Had the same problem with a PS/2 mouse. Replaced it with a new one, and the problem went away.
If a different PS/2 mouse has the same problem, then the port may be bad.
If yours is a USB mouse, then disconnect all other USB devices. If that works, then the USB hub is being overloaded. You may have to install a powered USB hub.
If disconnecting other USB devices does not help, then try a different port. If no luck, then the mouse may be bad.
