Right, those power cables are getting the same voltage as the fan in the power supply (or similar). When the power supply heats up and the fan in the power supply speeds up it gives more voltage for the fans. As a side note, I've got the same power supply and I've got some fans that won't even start spinning because it's not giving the fans enough voltage. My slower fans do start though since the startup voltage is lower.
