yes that is possible, some fans are temp controled and when the temp goes up, so will thr rpm of the fan, two things you can do to help, one is to make sure the fan is clean and has good air flow, even adding another fan would help with air flow.
the second thing that would help would be to make the room cooler,
the room temp will have a big effect on how the cooling inside the case does its job.
