So, I reinstalled the TV Tuner card drivers and software. Windows Media Player, Quicktime, and DivX. The problem still persists. If it were a defect with the graphics card, wouldn't the TV Tuner card still work (ATI TV Wonder Pro)?

EDIT - And now I just ran Driver Cleaner, installed the latest drivers, and that had no effect, either.
