In my opinion DX10 is being a bit overhyped, and cards that will suit a purpose for everyday/casual gamers wont come out for a while. And by the time dx10 actually comes into full force, your card will be considered outdated.
Not only that the first cards, will be VERY power hungry and very expensive cards. And yes your current setup will probally bottleneck them.
Not to mention early rumours that these cards will be taking 300W (rumours), meaning you'll need atleast a high qualiy 500-600W to just power one card and cpu with a little headroom.
Save that money and use it to upgrade to a new platform (such as c2d) and get a budget gamer dx9 card. Or just continue with the 939skt, upgrade the cpu, get a little better card (7600gt?) and wait AM3 out.
Because the DX10 cards themselves are being said to cost 600-700 bucks at release...
