Yes. Just leave the old hard drive disconnected while you install WinXP to the new hard drive. Once Windows is installed you can then turn off the computer, disconnect the power cord from the wall outlet and then connect the second hard drive to the system. The computer will boot to the WinXP installation on the new HDD and the older HDD will just be viewed as a secondary storage drive.
