Probably a firewall or proxy, just as you thought.
Email the ISP and tell them how much you
really appreciate their help (NOT!), and set up ICQ for a firewall.
Personally, I'd dump the idiots, and get a real ISP, one who puts the word SERVICE back in Internet SERVICE Provider.
