That's an awful small disk cache. The defaults on the unbranded netscape are 1024 memory and 7680 disk.
You can manually edit preferences in the prefs.
js file in your user directory. Just open it in Notepad and what you need to do will be pretty obvious. There is a liprefs.
js in there too which might need the same treatment.
