Quite a few software bandwidth shapers and limiters are out there .. for example check -
http://www.exefind.com/bandwidth/ .. however it's a very inefficient solution. The person downloading the movie might as well just disable the software solution you install. Also note that most of these s/w are shareware or commercialware - for the same price you could get yourself a router that supports QoS.
