Try this troubleshooter and let us know what happens. You must take the motherboard out of the case when doing this. Don't connect the drives, you want to see what happens with just the core components assembled together out of the case.

Ok, tried the troubleshooter. With the mobo outside the case, and just one stick of RAM and the video card connected, I shorted the switch to power up and the same thing happens. Quick lights and fan, then off for a second, then on for about 3 secs...then cycle thru again.
