Double check and make completely sure your heatsink/fan is installed correctly on top of the processor and it is secure.

Do you have the standoffs seperating the motherboard from the case also?

The motherboard and the PSU you have are also low end ones that I would never recommend. One or both of them could be faulty. I would return them both and get a quality PSU and mobo. (Antec, FSP, or Sparkle for your new PSU and an ASUS for your motherboard).
