The best one is WinOnCD. It definitely rules. WinOnCD supports every CD format out there (just DVD Video authoring isn't implemented yet) and is easy to use.
The current version of WinOnCD is 5, but the predecessor V3.8 is also a top software (just a few things are now easier in V5, and V5 has WinXP and DVD support, also the new DirectCD supports DVD now).
If you plan to change to WinXP then I recommend you to go with WinOnCD 5 (I have no idea why Roxio makes patches to make their EZ CD Creator Windows XP compatible, but doesn't do it for WinOnCD 3.8. . .well, WinOnCD 5 is better anyway

If you can't get WinOnCD then get Nero, also one of the top burning softwares.
