Hi.
Uiserve.dll is a component of the Microsoft backup program, and therefore the system will not run backup till you recover the file, You don't say what Operating system you are running so instuctions for extracting a working copy of the Dll is a little difficult, please repost with details of the system you are running then I can give you more help if you require it.
P.S. Colarado obviously shares the DLL which is why neither Backup program is working
