More than Likely the file has become corrupted, three options available to you.
1. goto sytem file checker Start, Programs, accessories, system Tools,System Information, then click on Tools, System file checker, and choose to scan for altered files, corrupted files. have the windows 98 disc ready in the CDrom, and allow the system to replace the file.
2. same route as above, but choose to extract one file from installation disk, type in the file name that you require, UISERV.DLL in this case. A little more difficult to find the file in the various cab files.
3 remove Microsoft Backup and reinstall (after reboot), it is a long time since I took this option with Backup, but I seem to remember that Backup stores the details of recent backups in a file that is also deleted, so the system will have no record of which backup is on which media.
There is also the final option of reinstalling Colorado backup software, that I am afraid I cannot help with as I have never used that software.
Best of luck
