"Need: Better and quieter cooling"

Quieter and better cooling means larger fans and more fans....all of which are running below their rated speeds. It also means blowing out your system with compressed air on a frequent basis.

More fans and a multi-fan controller, (given nothing else is wrong), is what you need. You may need to break out the hole cutter and install an "outtie" on the top back.
