Excuse my ignorance please. You have 2 ip addresses for your computer right? An external ip address for the internet and an internal ip address for your computer?

So the external ip address is not static at least with my isp unless you pay more. So with a changing external ip address, can my home network be set up with static ip addresses for each computer. Because my isp says that the only way to get static ip addresses is to pay for a business account.
