A policy such as I suggested for dealing with middle eastern countries is much harder to sell if you say it should apply to dealings with all countries. So I won't even try. so talk about hitler and mussolini isn't applicable. countries like afghanistan pose zero threat to america as far as being conquered goes. all they can do is pull off a few terrorist attacks here and there. I don't think trying to kill the terrorists is the best way to prevent further terrorist attacks. I'm likely being naive in assuming that america's motivation in this war is to prevent future terrorist attacks though.
