Pretty much, yeah. In their "How it works" section it says:

1. Sender uploads the file.
2. Recipient receives an email, with a link to download it.
3. Recipient downloads file.

So yeah, they're basically just storing the file for you until it gets downloaded by whoever you're sending it too. Apparently they don't worry about having to keep things like virus and spam blockers up and going to protect their users the way most email programs do. Sort of a "use at your own risk" type of thing, but definitely handy for large file transfers.
