Hardware substitution may be the best method of troubleshooting this issue. I'd try another monitor first and see if you get the same distortion. Keep in mind, the refresh rate on lcd monitors is 60Hz. Raising it above 60Hz makes no improvement. If the problem persists with a 60Hz setting and a different monitor, my next guess would be that Rosewill power supply. They aren't the highest rated units and could have a voltage problem feeding the video card.
