I wouldn't rule out the PSU based on that test. Your problem is erratic and the PSU voltages may be going out of spec erratically in response to different load conditions. However, things do seem to be pointing to a faulty graphics card.

How frequently do you get this problem? I assume winxp is no longer installed but if it is, run it for a while and see if the problem arises to eliminate a win7 driver/software problem. WinXP and Vista/Win7 have a different driver API. If your the adventurous sort, you could try running a linux livecd for a while and see if the problem arises under linux. If it does, you can be certain of a hardware problem.
