I have got three of these adapters, two where the usb link cable is non-detacheable from the adapter and one that you can remove the usb link cable. If you can, try another usb cable.
The last one I bought from Maplins seems to have been updated, this one is similar but not quite the same:

I paid £35 for mine about $60 US, which is a lot, but it came with a separate power supply for the harddrive and lots of molex and sata power cable adapters. The other two I bought in the States were about $25 each, they are very good but it's obvious they are not as robust as the one I bought from Maplins.
I do this for a living so I need to have tools I can rely upon. I can understand the reluctance to splash out on an expensive item you may not use very often.
Here are three reasonably priced versions.

GWC USB 2.0 to SATA or IDE Adapter AS1200
