Around 1600 euros for a gaming pc, but a complete newb... Help me plz? xD

I got a gaming laptop a few years ago, and it woked nice and all, but it's time really passed. I can't even play eve online without it crashing, and Starcraft II on lowest graphics is laggy as hell even when it DOES work.
The obvious choice for a new pc, and one that works and will work is obvious, build my own. The problem is that I have NO knowledge of hardware at all. I'm trying to understand things by reading guides and stuff, but it still doesn't give me clear answers to what would be the best RIGHT NOW.

I have about 1600 euros to spend, give or take 100 (or more, depending on the timeframe between now and when I buy everything), and I pretty much want a gaming pc that lasts as long as possible without having to replace old components.
A friend recommended me 4 AMD Anthlon quadcore processors and a [XFX Radeon HD 6950 (HD-695X-CDFC) 2048MB PCIe x16 Eyefinity 6 Edition] (excuse me if this is weird, copypasted it from the link.) graphics card.
This would already get me up to about 400/500 euros, maybe 600, depending on shipping costs. No problem it seems to me, but I really don't want to impulsively buy things to find out I'm missing a ton of stuff.

Summarized: Looking for really great gaming pc to build, next to no knowledge of anything, around 1600 euros to spend, need help.

(PS: Sorry for the pain my nonexistant knowledge can have caused to your brains while reading through this. Because yes, I literally have no idea what else to buy except named parts, a motherboard, cooling, and a disk drive... and a monitor/mouse/keyboard ofc xD)
