The last business machines I bought were Dell Optiplex 390's with 4GB and i3 CPUs and 3-year warranty. They were about $450-$550 each.
It looks like Dell discontinued the 390's and are now selling Optiplex 3010's for about the same price.
For business machines, I don't do custom builds any more--it tends to be cheaper to get pre-built ones (unless something special is needed).
