A few things come to mind.

First, make sure file sharing is turned on both computers. You should find that option in your network options.

Also, I suggest you ping the ip address of each machine. Make sure you have basic connectivity first. If you can't ping, forget network neighborhood and figure out why the 2 machines can't see each other on that level.
