That's what it's supposed to be, at first. You have to run the WIN98sb.exe program which will uncompress the files to a floppy disk. So insert a blank floppy into your A: drive, run WIN98sb.exe using Start - Run. An example would be to type "c:\temp\WIN98sb.exe" a: (or whatever folder you downloaded the program to). You should then have a complete win98 bootdisk, but make sure you test it out by booting with it.
