There are different TV cards. . analog. . digital. SAT cards, etc.
When you go to www.hauppauge.com there you can see the full range of TV tuner card products.

And yes, you also can record TV program to hard disk. The WinTV PVR, for example, has a MPEG-2 encoding chip, allowing you to capture directly into VCD, SVCD or DVD format.
With a basic TV card you'll need a software codec and some CPU power to capture TV programs.
And of course a second hard drive will reduce the risk of dropped frames.
