If you cool the chip but don't put enough fns in the case, the heat that came off the processor will have nowhere to go. It will stay in the case. Just the fan on the ps will not help. My ps fan doesn't even really keep the power supply cool. Where exactly are the other case fans located, and which way are they facing? You generally want to have the airflow all go one way. This means the one in back go the same way as the ps (usually out), and the ones in the front would go the opposite of that. Otherwise you create pockets of null air, where the air is not moving.
