This is getting more interesting all the time.
Went to DSLReports and ran a tweak test. Here are the results:

Service: isdndslcablewirelesssatellite Speed (advertised) kbit/s: Operating System: win95win98win98SEwinMEwinNTwin2kwinXPMacLinuxFBSDSolaris Connection: normalwinpoetwinXPpppoerouterpppoeraspppoeenternetpppoA

Your Tweakable Settings:
Receive Window (RWIN): 13808
Window Scaling: off
Path MTU Discovery: ON
RFC1323 Window Scaling: OFF
RFC1323 Time Stamping: OFF
Selective Acks: ON
MSS requested: 1452
TTL: unknown
TTL remaining: 117

Notes and recommendations:
RWIN is in range
Looking good

Example 146000 byte download
Actual data bytes sent: 146000
Actual data packets: 101
Max packet sent (MTU): 1492
Max packet recd (MTU): 1492
Retransmitted data packets: 0
sacks you sent: 0
pushed data pkts: 21
data transmit time: 1.272 secs
our max idletime: 168.9 ms
transfer rate: 76105 bytes/sec
transfer rate: 608 kbits/sec
This is not a speed test!
transfer efficiency: 100%

Notes and recommendations:
Good data stream (no/few rexmits)

Then I ran a tracert to PCMech.com

C:\WINDOWS>tracert www.pcmech.com

Tracing route to pcmech.com [209.68.45.231]
over a maximum of 30 hops:

1 16 ms 15 ms 14 ms adsl-64-172-131-254.dsl.sktn01.pacbell.net [64.1

12 76 ms 77 ms 76 ms pcmech.com [209.68.45.231]

Trace complete.

And lastly, a ping:

C:\WINDOWS>ping 209.68.45.231

Pinging 209.68.45.231 with 32 bytes of data:

Reply from 209.68.45.231: bytes=32 time=78ms TTL=244
Reply from 209.68.45.231: bytes=32 time=77ms TTL=244
Reply from 209.68.45.231: bytes=32 time=76ms TTL=244
Reply from 209.68.45.231: bytes=32 time=77ms TTL=244

Ping statistics for 209.68.45.231:
Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 76ms, Maximum = 78ms, Average = 77ms

After all that, at this time, PCMechanic is back to it's fast speed.
What the heck happened?????
