I don't know anything about mosquito fish. Some fish do very well in stagnant water without much oxygen, but many fish don't. Research the chemical balance of the water that they live in and try to achieve this in your habitat.
A water change of 20% of the water, once a month will help. Don't forget that potable water has chemicals that will kill most fish.
You need a good aeration system plus some form of filtration. Fish have wastes that will ultimately cause the ammonia level of the water to reach the point that all of your fish will die.
