If that Dell has one of those Aztech softmodems, uninstall it and reinstall it with a fresh set of drivers.

Check the Internet Options and make sure they aren't set to use a proxy.

Have they installed anything like ad blocking or connection optimizing software? If so, that can raise hell.

Check for a lmhosts.sam and a hosts.sam file - try renaming them as a test.
