Question Redundant internet connection

I live in Wichita, KS, USA and currently have Cox high speed internet. I was wondering if anyone knew of a way to setup a redundant internet connection through the same ISP in windows xp pro. Right now, upstream speed is capped at 40kBps, I need more. Downstream is ok. I have three computers in the house and was also wondering if EACH ip (one cable modem hooked up
to a 4 port hub) shares the same alloted bandwidth or if EACH ip has its own 40kBps dedicated upstream bandwidth. If each ip has its own, then would their be a way to, either, use two lan adapters and a software "redundantizer" , or some sort of hardware gizmo.
