Encountered this problem on another forum. After many attempts by several people to solve the problem with no success, he posted that he had downloaded "TCP/IP Optimizer" from
Speed Guide and it fixed the problem.
He didn't add any details so I don't know how it fixed it but it sounds like it's worth a shot.
