It all depends on the ISP's setup. At work my dial-ins all use the same phone number, account and password. Some ISPs have safeguards against this, and some don't. My old ISP would usually just email you if you repeatedly had multiple connections on the same account to see what was up.
You're dialing the same number, but it's rolling over on the ISP end to the next available line. As long as you have multiple out-going lines, you can keep dialing out to the same number.
