The Intel board has a nonstandard power LED connector - its only 2 pins where most cases use a 3 pin connector. You have to extract one of the pins from the connector and reset it into the center hole.

You have to use the little short floppy cable that came with the motherboard, the Intel board does not support 2 floppies. The end with the twist goes at the drive end, and pin 1 orientation is critical.
