I don't know much about cable modem setups, but I really don't think reinstalling Windows is the answer (usually ever). Especially if the system was working fine before the cable guy got there.
Maybe it's path problem with protman.exe protman.dos & ndishlp.sys. Maybe those files aren't in the proper folder.
Maybe they installed a nic with questionable compatibality.
Maybe the nic was questionably installed.
From what I've researched, those files are associated with running DOS mode networking in Windows.
I would tend to call the cable co. and complain.
