I guess what I'm asking is: Isn't computer speed related to bus speed, and isn't this INDEPENDENT of OS or programs?

I am also concerned that PC1600 Motherboards are usually inferior/older products since DDR memory has advanced far beyond the early PC1600 days. Perhaps I'm incorrect on all accounts?
