Check that the floppy cable is installed correctly...red stripe to pin 1 on the motherboard and floppy connector sockets. Twist is on the floppy drive. When the light stays on constantly, that means the floppy cable is installed wrong.

No, you don't need to install the drivers separately as they're already on the WinXP CD...when the system boots to the CD, it gets the drivers off the CD and loads them into memory. Go into BIOS and make sure the IDE channel position the CD-ROM drive is on is set to AUTO.
