I've used this trouble shooter from Microsoft with good luck

My most troublesome error was not Enabling DHCP Services on Host
Without a proper IP address, the client will be unable to communicate with the Host computer. If the client computer does not obtain an IP address from the Host, the DHCP service may be disabled. To enable the DHCP services on the Host computer, follow these steps:
On the Windows 98 Second Edition CD-ROM, open the Tools\MTSutil\ICS folder.
Right-click the Dhcp_on.inf file, and then click Install.
Restart Windows.
I know the trouble shooter is for Win98se , but alot of the info is the same for win 2000
Here is the link to a number of other Microsoft articles on ICS
