It's a bug with 4.x versions of Netscape that was never fixed. I've heard it was the cache, and that it was the javascript parser, don't know if either are true but you can rest assured that it will probably never be fixed

I suggest moving up to Mozilla, Netscape 4.x is a dead browser and will become less and less compatible with newer web development tricks as time goes by.
