I had this error with Windows XP. Put in new RAM and the error never came up again.

32MB is awfully a low amount of RAM to be running Windows 2000. I recommend you put in atleast 256MB.

Have you tried installing the latest service pack for Windows 2000? Looked over at microsoft knowledge base about that .DLL file, and they said to update to the latest service pack.
