Have you tried swapping NICs? Put the "bad" NIC in a machine that is known to be working and get a known good NIC and put it in the "bad" machine and see what happens.
Also:
- Try a new patch cable
- Try getting the latest NIC drivers
- Try setting the NIC speed and duplex explicitly (don't set it to AUTO)
- Try a different switch port
Start there and let us know what happens
